Mouse click function does not work

When I leave my computer on unattended for half an hour and come back to it the mouse arrow works but the click function does not. When I reboot it works fine. It's not the mouse because I bought a new one and I am encountering the same problem.

I am running windows 98 SE.

Please help.

Disable all....

Disable all screen savers, power savings, USB POWER SAVING options and don't install any mouse driver from that package.
