Mouse "change settings" button missing!

As shown in this picture I got the from tutorial I'm following the "change setting" button is not there. Before I re-formatted my laptop and installed windows 7 again I can clearly remember using it, and I resorted to this tutorial thinking I had simply forgotten where it was.

I can't find it so I can't change which mouse can wake up my laptop. I'd just like to make it so that my external usb mouse can wake up my laptop, but the button is missing. Can I do a system file check? How would I go about doing that?

I really appreciate any and all help!!

While it worked before a fresh install of Windows 7 has us hunting down drivers if we forgot to collect them as well as a cheat sheet I call "the install plan."

That's my guess. You are relying on Microsoft to get the drivers.
