Moto Tools and USB

Hello,
I have a Moto V3 Razr. I have a USB cord and would like to trasnfer a few games and apps (So I don't get those charges on my bill) I downloaded a game in .jar and was wondering how to get it on there?
Also I'd like a few webisghts on cell phone games and apps you can put on your phone but you can download them on to your PC first. Also what kind of format (.jar.exe) dose this phone play.

I don't know alot about these things, last phone I had only made phone calls.
