Motion lag please help

I have a samsung LN32B360 is it nomel to see Motion lag\trailing effect on video games

is as good as it gets. 60 Hz refresh rate could be higher, the newer being 120.

A round $400 price range. my samsung don't get me wrong its got a grate
picture but its has some motion lag\ghosting\trailing effect what ever you want to call it and it hard to see in bright movie and video games.
But it easy er to see in dark ones.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
