Can I power on my motherboard without CPU, RAM, GPU and HDD just to test if it is working and also the fans ?

All it should do without CPU and RAM is make a few beeps to tell you about that fact. If you call that 'working', the answer is yes.

Yes

It's a very basic test to see if the machine powers up and the fans spin.

Is it normal if it loops on and off ?

You might need a cpu to keep the power good signal active.

That may vary by mobo.

Perhaps someone with more stick time can share what they have found.

I agree.

I've done such for years and results are all over the map. From a solid power on, cycling, power up then off and maybe more. I have to have a CPU+HSF to really tell if the board powers up. Doesn't tell me much if the board is good or bad.
