Motherboard issues

Hello guys:

I have a recent issue with my motherboard it's an Asus Rampage II extreme socket 1366, 12gb dimm, GTX 480 card and a i7 extreme 3.33ghz running windows 7 64 bit. Okay specs aside here's the issue. About six months ago the computer was running and then suddenly turned it's self off. Thought nothing of it as I'm in Tucson Arizona and we have brown outs all the time. Anyway as time has gone on strange things have happened. First I turn the power on a few weeks ago and everything turns on except the CPU and it's fan. I go in and jiggle everything and presto it works. So now for today I was working on my homework and suddenly it powers off. I go and turn it back on and it cycles on and shuts off. This continues so I call ASUS and they say it's a 50/50 chance that it's either the power supply or the board. I replace the power supply today as it's three years old anyway. Hook everything up and the board powers up for exactly 12 seconds and then turns off and then turns back on at a reduced speed. Nothing boots up. Anyone out there heard of this and what is the remedy I am figuring I'm going have to send the board back to ASUS but what do you guys think the cause can be?
