Monitor flashes on but goes off immediately

Please help troubleshoot. I had an electrical problem, although I have a powerful surge surpressor with a back up battery. Once I tried to boot up my computer, the monitor flashes on at each step, boot, loading xp and then the desktop but quickly goes off. If I push the power button it will flash on very quickly but will not stay on. What could this be. When I do push the button the picture is clear and there are no error messages on the screen. Thanks

Boot into "Safe Mode" - change the resolution on the PC.
Then reboot and see if it helps.
I had this happen to me before.

Is that by pressing F8. I pressed F10

I pressed F10 but it took me into system recovery which I could not keep the monitor on long enough to press the keyboard - You need to be an octopus.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
