Monitor blinks off and on

My computer screen consistently blinks off and on when booting applications are loading or when scrolling through pull down menus or when web pages change or when parts of web pages are loading. Sometimes it will do the same when I move the mouse too quickly over links, but not always. Any help? I have Windows XP Home.

When everything is loaded and the system is quiet (no hard drive action)the blinking stops. I can force the blinking off and on by moving the mouse back and forth quickly over links.

Tried A Known Good Monitor?

Swap in a friend or family member's monitor and see if the monitor is at fault.. Unfortunately, you've told us NOTHING about what type of monitor it is. Is it an actual monitor or a laptop computer screen as you stated in your post? It's age? LCD vs CRT? How it's connected? Have you tried exchanging the monitor cabling to the PC?

In my experience, if it's an LCD screen, such blinking on and off can be an indication of a screen headed south.. Obviously, try installing an updated graphics driver and maybe the monitor.inf driver that came with the drive, but if that fails to help and swapping in a known "good" monitor fixes the issue, then it's time to get a new one.
