Moniter Problems?

Recently, on my lcd, I have started to notice the transparent lines going from top-bottom and moving left to right. These only appear in certain colors. When I turn it off it seemly fixes it for a while. I was looking around and have been informed that non-Crt monitors should not have these "scan lines" -- others said to increase the refresh rate, which I did, but a friend of fine told me this would ware out the visuals of it faster.
Is this simply an old monitor, refresh rate, or a driver corruption problem?

Running a Radeon 9200 on Win. Xp.

have you trying playing in the advanced monitor setting in the nvidia control panel
