Modem-Router and Modem Plus a Router

Tried to use an IP router-modem
and then a D-Link router attached to the IP modem:
each case, cannot get the second partition which is
also a second HDDrive . the IP service is DSL high-speed...Also not sure succeeded in the Network creation...
WHY would not the second partition/Hard Drive link to the
Internet in each or both above situations?
