Modem in Madagascar

I live in Madagascar and recently 2 of my modems stopped working. They pass all the tests but don't seem to "grab" the line. That is, I hear the dial tone, and the modem recognizes the dial tone, but then when it dials, nothing happens. After a few minutes there is a busy signal. I have unistalled and let the computer re-install-no effect. Both running on XP. I have tried differnt cords, different jacks, and the same thing happens. Interestingly when the faulty modem is plugged into the computer, there is no dial tone on the phone! have another 2 cmputers where the modems DO work.Please help. This is my only connection to the outside world. I

Putting a working modem into one of the failing PCs?

The first descriptions sounds like phone company trouble. That is, I hear the dial tone, and the modem recognizes the dial tone, but then when it dials, nothing happens. After a few minutes there is a busy signal.

The second sounds lika a defective modem. Interestingly when the faulty modem is plugged into the computer, there is no dial tone on the phone!

Why not try whether the Pulse Dial works in the first modem case
