Mobile hot spot

I'm not to saavy,,had an older HP ALL IN ONE windows 7. Don't have Internet service,,used to tether mobile hot spot to my pc and viola internet. So got a newer 2017 HP 22:b016 all in one from amazon. Why the heck can't I get mobile hot spot to work. Hope I didn't get ripped. Screen saying I'm connected. Really?? Well no it wasn't. My fone is older, Samsung galaxy Note 4. I guess WiFi and hot spots can't run at same time?? Anyone,,,what am I missing.

Take it with to a friend or family member and try to connect it there to their WiFi. If that works, it should work with your WiFi also, if you set it up with the right SSID and password.

Rather use hot spot. Only WiFi is thru my phone. I'll try that though. Thank very much.
