Missing the "Search Programs and Files" box

I'm running Windows 7 Home Premium, 64 bit. After I Hit the Start Button there should be a box right above it That Has, "Search Programs and Files" written in it, but in my case there is not even a box, just an empty space where it should be.
After posting this question on the Web many times i still haven't received an answer that works
Can someone please help me?
