Missing critical file RICHED32.dll

I have Wimdows ME. I no longer can scan disk or defragment because this file is missing. Don't know where it went. Where can I restore it? Can anyone help? I don't even know what this file represents.

If it came with Windows ME.

Run MSCONFIG and use the Extract File button to get it back.

It might be this. SBC DSL had a world wide virus about 3 weeks ago and I couldn't open any Email for about a week. So, what do I do now????

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
