I don't see what bluetooth hardware you used. Some need drivers and I rarely install anything but the driver. Those ezconnect things usually get in the way.
Windows 7 is really great in that the Microsoft Bluetooth "Stack" is surprisingly one of the best. Here's the cheap things I use that just works without adding drivers!
At under 2 bucks I gifted away any adapter that needed a driver.
So when I try to attach a bluetooth device to a Toshiba Satellite laptop I can not get a pairing with the laptop. I have bluetooth software on the laptop but the EZ connect wizard does not recognize it. I thought that was peculiar to my lap top but come to find out that new motherboard I installed last year also can not detect bluetooth devices. I had bluetooth capability on my XP but not on Windows 7, is there a conspiracy? Toshiba says I just may not have it on my laptop and Microsoft sends me to the product page for the bluetooth mouse I am trying to install, I am confused. Any suggestions?
