Mics on Separate Tracks?

I'm planning a podcast and need some advice. The podcast will have two dedicated podcasters in person recording via mics, plus there will periodically be a third speaker via Skype. My question:

What's the best budget set-up for this?

My current plan is to go with the Avid Vocal Studio (as seen in this review http://reviews.cnet.com/search-results/avid-recording-studio/4505-5_7-34188152.html ) and purchase another USB mic.

In that instance, will the Pro Tools SE software recognize the two different mics as separate tracks?? I've never been able to accomplish that with Audacity (my audio software to date). Also, does anyone have any tips for recording Skype on it's own track in Pro Tools? Is it even possible? Or would you recommend a diff audio program that can accomplish this?
