Microstutter/Lag in Multiplayer Games

Hello. I have an issue when I play multiplayer games. Every several seconds or so, I get a really big stutter in my games. This problem affects my gaming PC, my brother's gaming PC, and my PS4. I've had this stutter in the past, but it miraculously just went away after a while. The last time I had this issue, which was around December, I tried a lot of things. I even completely wiped my computer. Nothing worked. After a couple weeks, it just went away. Now that it's back, I've tried doing everything that i did before (except wiping my PC), but nothing changed. It was exactly like it was before.

Intel(R) Core(TM) i5-4590 CPU
GTX 1070
8GB RAM
(I think this is my motherboard) MS-7817

Keep in mind that I'm not too knowledgeable about computers...

I'm going to point at your internet connection. What is it and did you try it with the router WIFi off and hardwired to the router?

Also, is the router firmware current?
(Not an offer to replace the router maker's page about firmware, how to update. Be sure to hit that if you must.)

I use ethernet on my PC, so does my brother. I'm pretty sure that's what my PS4 has too. I haven't tried switching to WiFi instead of being connected by ethernet, if that's what you're asking. And yes, it's current.

I use Verizon Fios, and I have a TP-Link router.

I did a speedtest:

DOWNLOAD
83.58 Mbps
UPLOAD
88.62 Mbps

While I can't guess why the router make and model are not shared, I respect member privacy and will bow out here.
