In short it was deprecated 10 years ago and hasn't been updated in 7 years.
Since it can be an exploitable hole in the OS I would remove it.

I apologize if this is not the correct place to ask this question.
Going through my programs and features, I see this Microsoft soap tool kit 2.0. What is it and do I need it?
I goggled it and see it has something to do with XML web services and developers?
Any advise would be much appreciated.
