Microsoft Onenote 2010: Customize tags/new tag [always gray]

Microsoft Onenote 2010's Customize Tag feature offers two options: New Tag and Modify Tag. New Tag is always gray and therefore inaccessible/unusable. Modify Tag has never been grayed.

I have no idea why this bug exists/persists. It makes one of Onenote's potentially most useful features unusable. Really frustrating.

I have been unable to find a discussion of this chronic problem online, let alone a solution.

Any assistance will be greatly appreciated.
