I don't think it's a Windows issue. But if it is, updating could only break it, not repair it.

Uninstalling and reinstalling (or repairing, which is practically the same) won't harm at all. But if it's a setting on the client that might not help. Then delete the Windows account in Control Panel>Users and create it again. If still no luck, do a clean install of Windows and Outlook, if you find the issue important enough for such a step.
