looks like its either a registry issue or an anti-virus blocking the folder. Check this article from Microsoft.

Hello, Ive Recently Purchased Microsoft Enterprise 2007 for my WINDOWS Vista HOME PREMIUM 32-Bit Computer It Has All The Required Specs Accept When I Was Tring to Free Up Disk Space I Deleted the "Public Sector" It Hasnt Bothered e Until Now ..
When im Half Way Throught The Installation it comes up with:
"Error 1606.Could Not Access Network Location %PUBLIC%\Desktop"
HELP!
