Microphone issues please help

So I'm having issues with my microphone audio, it seems that static will come through my speakers and the levels just wont move. I have had the pc serviced, ive reinstalled all audio drivers, went through my system configurations and no matter what mic device I use I have the same issues the levels wont move and pick up my voice and all I hear is static.

does anyone have any idea what the issue could be?

Clarification Request
I see no PC details.

For this one I think you have to make the PC maker fix or replace this one.

If it's self made or OOW, I'd move to some USB Audio for the mic or move to what most web casters and podcasters use which are those nice USB microphones.

I think you should check you port at least once, problem may be in your PC port....
