Memory grabbers

I often run several programmes at once, Outlook Express, Page Plus 10 publishing, Word and Norton for instance. Then after a while, up comes a message to say I am short of memory (I have 760 MB). Even if I shut down all the (in this example 3) programmes I am still short of memory; too short to open "Control Panel". Any idea what seals it; it only releases it if I shut down.
When I do CTL ALT DEL there are still loads of things listed - how can I find out which belongs to what and what I can safely shut down. Where did they all come from?

Windows ME is the last DOS based Windows with hard coded 64 thousand byte resource pools that can run dry. These spaces are not expanded by adding RAM and ... no cure is planned.

Reboot as needed.

Please put this in the perspective that at the time Windows 98se rolled out, it was good enough for its day. Today we ask Windows to do much more, but the basic issues and limitations are still there.

Again, no cure is planned so you have to adjust your use, reboot as needed or think about a better OS.
