Memory card overclocking uncertainty

I built a computer last year and it's been working great so far. i7 Hex-Core processor, Asus Rampage V Extreme motherboard, Asus R9 290 video card. 16GB RAM cards, 250GB SSD, 2 1TB Hard Drives, and a liquid cooling system. As well as a 32 inch TV screen for a monitor.

Now here's the weird thing, unless I use the GPU tweaker program every time I start up to put the video card at maximum stable overclock settings, then the screen turns black randomly. I still hear sounds for a while but I can't do anything and have to restart the computer. Also, sometimes when I start up, the fans speed up to maximum speed like they're going right into overclocking and the screen stays black and I have to restart again until they stop.

Any suggestions what might be going on?
