why can't i play dvd with win 8?

You can, if you download the Windows 8 Media Center extension. It's free until the end of January 2013 if you already have Windows 8 Pro. Upgrading from Windows 8 to Windows 8 Pro (if necessary, you didn't write what edition of Windows 8 you're talking about) isn't free, alas.

alternative player is GOM that is pretty nice. I prefer VLC and GOM media player because they are easy to change the aspect ratio when viewing movies.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
