Mc Browsers and caching

I am on slow dialup when at home. Modern sites have large (for dialup) css and js files that often for me download incompletely, so sites dont display or work properly.

Do any browsers or extensions allow me to control what is cached and for how long?

I remember the days when caching could be controlled somewhat— max size of cache, only download if a page has changed etc. What would be great is if individual element caching could be controlled as needed.
