Google Maps had a similar same issue.

To head that off they would allow so many queries per day or week and then shut off the developer.

More queries were then available for purchase.

Query must be different than a simple app-open.

I've never been charged for that.

Tipping my hand.

We ran into this. The company wanted to use Google Maps because it was free. Well it is up to a certain number of queries.

So the head of the design team plowed ahead and a year later they started to get problem reports after a week. So they had to pay up.

Back to your topic. I can see why the original host balked. They were not getting the access via the usual web portal so they couldn't get advertising or other revenue as they planned. In short, they didn't plan ahead or just didn't know the future.

This can be fixed, once all the parties get their head out of the sand or darker regions.

No region has proved too dark for the human head.
What makes me think it's nefariousness is that there was no attempt at communication before the block.

Ahh, the communication.

For all we know the holder of the data was seeing more traffic than normal without the corresponding traffic on their web portal and took measures to stop the leak. Or what ever you want to call this.

They can't know it was them or just someone trying to mine data.

PS. Yes, later as one party was blocked, communication did start. But their heads are way up there and it may take a while to see them figure it out as others have. As Rick Sanchez said "way up there..."
