Making vertical scroll bar visible no matter what?

Hello, I am working with my site (ck.podzone.net/ck), and I was wondering if there is a way to make it so that the scroll bar is visible no matter if there's enough stuff to scroll or not. Originally, I thought of just adding a bunch of < BR / > tags, but that wouldn't be very clean.

The reason I want this is for consistency ... if you look through that, the navigation bar 'bounces' around a bit when navigating between long & short pages. While it doesn't bounce very much, my OCD complains. Silly

Is there a script or something I can add to turn on the scroll bar? Ideally, this would work for all browsers, including Firefox, Safari, Opera, and ... I guess IE.

... I meant all popular graphics/GUI based browsers. Silly

There are times I use elinks in linux, and obviously, it doesn't have everything that GUI browsers have.

Try a frame with scrolling=yes.
