use 72 dpi.
Using an image from the internet at 72 dpi and then resizing it smaller, it will still look sharp.
Taking pictures from a camera and resizing them can cause the pictures to have a poor print quality. I would not resize Family pictures.
If you decide to resize any pictures, use the save as function and give it a different name. You'll always have the older picture to go back to.
I use IrfanView to resize some pictures I want to send inan email. Also save them as jpeg's so they don't blow away in the email.
As for looking at them in a folder. You can always click on the folers and change the view for thumbnails or filmstrip. Then you'll view them as thumbnails.

I have some large high resolution photos that I have cropped and have down to size. However, using IrFanView, Picasa and similiar programs I can't seem to determine what the easiest method is to "shrink" it.
I mean you can use the zoom tools and all, but when you save the picture it doesn't save it "smaller" or "zoomed out."
Changing the resolution upon save only changes the quality, not the size. I have taken screenshots and then cut/paste it into other programs, but it severely reduces the quality and the pictures look distorted. Such an easy problem.. but I'm making it huge! Thanks.
