Mail Problem -OSX 10.4.11

I'm trying to send emails with photos I want in specific locations of the body of email (I dragged into message fine) and
text - but they arrive to receipient with only either the photos and no text or only the text with photo at end of message - not where placed
What is the problem & what can I do to have results?

do you know what email program the recipient is using?

If it happens to be a Windows email client, make sure you have "windows friendly" checked when you add the attachments.

re: have sent to my other email addresses on my own computer

Thanks for the reply, but so far to test I've sent it to myself at my own various email addresses (some are web-based) including a hotmail address: so I'm sending & receiving on a mac
When I've made & sent the same email from my web-based email (not Mail) it comes up exactly as layed out.
I need Mail or something similiar as a default mail server when I click on an address in the internet , as my webmail account cannot be accessed directly this way. Any other solutions? Is there a way to redownload a the Mail software for Tiger?
