Mail forgets rules

For some reason, Mail constantly forgets my rules and messages continue to appear in my Inbox. This happens randomly, by the way-it's an equal opportunity glitch. Despite going into Preferences and editing, sometimes making a small change so that the program rescans the box, it continues to ignore the rule. What gives??
OS 10.5.8, Mail 3.6

Neither: it's apple mail 3.6 in OS 10.5.8. Mail is forwarded from Exchange server, however.
