Which is the best eCommerce solution Magento or OScommerce?

They both work, so it depends on the detailed requirements of the shop and the detailed competences of the designer and programmer.

If those aren't enough to decide, than it's best to do a pilot implementation.

Both works fine, but you should as per the business and customers needs. Especially if your business is customer centric then better to go for Magento... Since has the features like bulk-order management-tool, also individual price algorithm for multiple products, specific groups along with product description details.
