Machine will not boot FAT32 Drive

My computer (Dell model DHM) will read SATA, ATA and IDE drives. It will boot all 3 if they are NTFS. It will not boot from any that are formatted as FAT32, but will read them as secondary drives.
How can I make it Boot from a FAT32?
