Mac Style ToolBar in Win 7 GONE

I have a new dell laptop with Win 7 Home.
At purchase, there was a Mac style toolbar on the upper 3rd of the desktop that was configurable. Either I or the system has lost it ...or deleted. It does not load anymore at startup....anyone know the name of the app or how to find/reload? I was told it is not microsoft software

It's called the Dell Dock, and it's made by Stardock, but you should be able to get it off the Applications disc that came with your system.
