Software that is written in the local language, French for example, is not automatically translated to English when it is run on a Mac with the English language version of the OS installed.
All the drop down menus, menu bar, dialog boxes, etc. would be in French.
Choice of language is a function of the software itself and depends entirely on the writer of the software.
OS X is built with all those language choices installed, ready for you to choose, but only because they were written into the software in the beginning.
In OS X, you can save 3 to 4 GB of HD space by not installing all those extra languages.
