Mac pro quad core Speech commands icon

Once opened cannot remove the icon from desktop?
Speech commands are turned off in preferences.

I'm just guessing here that you are referring

to Speakable Items.

If so, check that you have turned it off in the Accessibility Preferences, part os System Preferences.

it's all the same and depends on what version of OS X you have.

Is the icon one that looks like a microphone?
