Mac OS X Utilities application

I need to reinstall my OS (OS X 10.6 Snow Leopard) whilst retaining my Applications and Data. Apple support say this is possible by restarting the Mac whilst holding down the Command and R keys. This seems not to work on my machine and the System boots as normal but does not launch the Mac OS X Utilities application as Apple says it should. Any advice would be gratefully appreciated.

all your applications and utilities will be preserved, that includes your mail.

Make sure that you follow the instructions as the installer moves forward and READ them carefully.

Just don't go clicking wildly and you will be fine
