mac os x sharing files on windows network

I have a macbook and set up the file sharing in which I can see all the shared files from the PCs in the home network we have going, but I also have files I want to share with everyone else from the macbook (files which are on an external usb hard drive) and was wondering how I would go about sharing files from an external hard drive through the mac.

Well, this hard drive is mine and I would rather not carry it around the house to transfer files, this just seemed easier

Create an account on the Mac for the users of the PC.
The extremely easy way is to let them use your username and password. They can then see both the drives.
They Map the MacBook to a drive letter on their machine

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
