m/s autoroute will not install admin policies prevent

I am running xp pro sp3. and have a m/s autoroute 2001 cd that i would like to install on my pc. when i install in normal mode the
cd installs normally but will not open.. in safe mode the cd will not install and i receive : the system administrator has set policies to prevent this installation :, as i am the administrator i have not set any policies... when i go into administrative tools there is nothing there regarding local policies.. as none have been set.
Other cds load and install normally, could there be a glitch in
autoroute... thanks .

I tried both suggestions, but not worked yet.. will try both again,
checked cd for malware, none found. will delete.re-boot. and try again.
