I should have included this in my original post...
The PS is a "known to be good" Aspire ATX-AS520W 12V.
The 12V lead is connected to the m-board.
The m-board uses a 20-pin power connector.
One of the Molex connectors IS connected to the graphics card.
If there is any other way I can help, so someone is able to help me, please let me know.

I am trying to put together an AMD PC for my brother - The problem is:
The board fires up as soon as I turn on the PS.
The CPU, Chipset, & v-card fans spin up, the lights on the DVD drive light up, and the floppy "clicks".
- Nothing shows on the monitor.
Everything is laying on a piece of cardboard on my desk. I expected what I mentioned above to happen, but AFTER I shorted the PWR pins - not immediately after turning on the PS. I hope I'm doing something silly rather than this being a bad m-board.
I have shorted the CMOS jumper, then later removed the battery
I have removed the all the drives
I have tried Double-Sided [512], then Single-Sided [256] in DIMM1 (The manual does not refer to it as "0")
Even No memory module at all
- None of the above made a difference.
Specs:
MSI K8N Neo2 [nForce3 Ultra chipset]
Athlon64 3500+ [939]
PNY 660GT [AGP]
(Is there any other info needed ?)
Can someone get me pointed in the right direction?
