They might use different tools, resulting in a different number of man-hours.
They might have cheaper tariffs (per man-hour).
They might get their money from the maintenance phase in stead of the development phase.
They might make different websites.
Ask for their portfolio. If the sites they made look good, work good and they offer you a good price, it's unlikely to turn out very bad.
You might even want to talk to one or two of their clients and ask about their experience before making the final decision.

I am looking for a web developer, I am wondering why is the pricing vastly so different from these NYC area companies - Luria Digitial, In Noweb , 123triad and Avatar, when my requirements were exactly same. What should I look at?
