Lower Quality Video

Forumsters,
i've a couple of small,high quality video clips that i want to send via email.
However,although they're small,they're high in MBs.
Anyone tell me how i can cut the quality down a bit.In turn cutting the size but not the length.

Either I star in the skit or I use VIRTUAL DUB to "transcode" it to less pixels, lower framerate and more tricks that I'm willing to write about since...

It's all in the online manual.
