There is that issue with GPU heatsink compounds that those that say "temp is OK" will not go fix. It's all over the web now.

Ok, so...I'm stuck. This computer until a week and a half ago would run guild wars 2 with max settings at 40-60 FPS, now, on min settings I can't get above 15. Same thing in world of warcraft.
I've hit this with everything I can think of except for a reinstall of the OS which is going to happen this weekend if I don't find anything else.
AMD FX 6150
8GB RAM
Radeon R9 280x w/4gb RAM
Steps taken so far:
Reinstalled video card drivers/chipset drivers/sound card drivers
Windows updates are current.
Dusted computer components
Vfy'd no components are overheating.
Speccy report indicates components are running within spec.
Disabled AMD turbo (Anet and online searching indicated this a possible issue)
What else can I do?
