Lost pop-up descriptions

I'm not sure how to go about describing the problem I'm having but here goes...When I rest the mouse pointer on the time/clock icon, the date did pop up but now it doesn't and it's the same with the rest of the icons. There are no pop up descriptions when I rest the pointer on them. Have HP Pavillion 8756, Windows ME. Can someone tell me how to get descriptions back? Thanks!

Look up TWEAKUI and see if it helps. But I've seen some versions of firewalls interfere as well as popup blockers. It's up to the owner to note when an added software breaks it. But sometimes you don't know it's that added software since they changed the behaviour via an update...

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
