Lost Group Policies in Vista

I had a brief power outage last night. Now my computer will not log on. It boots, but when it gets to the password screen, it says it can't find group policies and then it reboots itself. Any ideas???

1. Boot safe mode.
2. Put the error message into google to see what others have to say.

I don't know about what Vista media you have (Microsoft issued media?) so I can't offer ideas about repair yet.
