lost file

I cannot open a photo with photo editor. I get an error message that I need the file data1.msi which is suppose to be on Office 2000 Pro, I don't have the disk anymore. Can I get that file from the internet.
With Windows 98 2nd,I don't know why I would need that file to open a .jpg file in explorer.

The *MSI files are installation files, furnished by
the software mfrer. Before you can install such
a software, you have to install another program
from Microsoft (freeware) and is called

Microsoft Installer (or similar name)

I have two or three such type of programs, including:

Stomp / Backup MyPC

Symentec / Norton AntiVirus, Ver 2002
and up.

After installing the MS Installer, you can 2 x click
the *.MSI file or in some cases: Setip.Exe file
and the subject software will be installed.

Your program is missing some files - might have
been deleted, so you need to re-install it

Unless you really want to edit the picture, you won't miss MS Photoeditor at all.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
