Lost file

I have lost a file hal.dll. Where does it go and how do I find a replacement? The message shows up when I run Norton Utilities and I have no idea what it means.

If you Google "hal.dll" you'll find answers and download sites.

If it was lost, Windows would not boot or operate.

There are BUGS in that utility and cause people to do NEEDLESS REPAIRS that can WRECK HAVOC on their machines.

Am I clear that you should do nothing but ASK FOR A REFUND?
