lost admin user acct due to power failure/ how to recover

loss of power to the house has resulted in loosing all administrative accounts & profiles. Cant log into anything on the admin section. Only 1 acount acces and has no admin privlages. Have been told it may possibly be a damaged user profile. Need help on how to repair this so i can log on . Thanks PS its a dell optiplex gx260 :with pent 4 & windows xp prof., version 2002, service pack 3

This is a flaw or feature depending on your view.

Many discover this feature as they reduce the admin account to just one and then that account fails.

You didn't tell enough. Missing details about the login failure.

But let's tackle the most common fixes.

1. The password is not accepted.
Fix: NTPASSWD (that's it, google that.)

2. The account may work in SAFE MODE
Fix: Do that, create a new ADMIN account fast.

Fix: NONE!!! Proof? Read and notice Microsoft does not hint or offer a way to fix this one.

XP Admin Password

Along similar request. I downloaded IE 8, and it will not run. It tries to open and shuts down. Uninstall it and now IE7 is also tries to open and shuts down. Windows restore similar results..does not fix the problem I want to try Windows repair via XP installation disk. Installation disk is Wind XP Home Ed SP2. I am running SP3. The Windows Recovery program request ADMIN password. I have never set an Admin password because I would forget it. Is there a default? Admin and Administrator do not work

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
