Lost ability to copy files to CD and IE connection

I have a Compaq Presario X1000 running Windows XP Pro Version 2002. A few months ago, I noticed that My Pictures folder lost the "copy pics to CD" command in the pictures Task bar. I contacted HP and they suggested I perform a system restore and if that didn't work, it meant that My Pictures file must be corrupted and to do a repair of the OS. I ended up repairing the OS but it didn't solve the copying to CD problem. I reinstalled all drivers and I still cannot copy pictures (or any file) to a cd AND I have lost my connection to Internet Explorer. Before I performed the repair, my laptop was connected via wireless remote access set up in my home. Any ideas how to re-connect to the internet and resolve the copying files to cd problem? Also, do I have to reinstall Service Pack 2 since I repaired the OS and reinstalled drivers? Thanks.
