Yesterday, I deleted my Temp.files, Recycle bin, and ran my Registry First Aid and deleted what they said was safe. My C drive was short on space.
Today, upon turning my computer on, I get this message.
"A required .DLL file, MSVCP71.DLL was not found"
None of my folders will open and my Outlook Express gives me an error message. Also, my avast antivirus is gone and when I click on to the Desktop icon I get the same above message.
I restored my registry from 10/31 and it has not helped.
I'm using Windows 98, IE6, and used to have avast antivirus.

I downloaded the file and unzipped it and then copied and pasted it in the C:\windows\system32 folder.
However, I still got the same message after reboting.
Anything else I can try?
It could be spyware or a legitimate file..
To be sure it's not spyware, run Spybot and Ad-Aware on your computer.
If it's a legitimate file, you Should Also Be Able To Replace The File.....by installing Microsoft .NET Framework 1.1 and NET Framework 1.1 SP1 from the links below. Download the files, then install them in the order I give them. Since the files are fairly larger, you'll want a broadband connection to get them:
Microsoft .NET Framework Version 1.1 Redistributable Package
Microsoft .NET Framework 1.1 Service Pack 1

I installed them in the order you gave them.
Microsoft .NET Framework Version 1.1 Redistributable Package
and then
Microsoft .NET Framework 1.1 Service Pack 1
After rebotting I'm getting the same error message.
Anything else I can do?
The only other suggestion I have would be to perform an over the top installation, you will need the 98 OS/Cd. if it goes well it may repair the damage and save your data, programs and settings, but things could go wrong and lose some of the above. Grif may have a better idea so wait for him to reply.
...Use the downloaded file that "retired" suggested, then place the file in the System folder.
XP And 98 use different folder locations for system files.

If that doesn't help, then you need to confirm where the original file came from... Is there a location in the error message? Indeed, there are spyware programs that place a rogue file of the same name in various locations on the computer.. If that's the case, then you will need to scan the computer for viruses and spyware.. Start by using the free online scan at either of the links below:

Have run Spybot, Ad-Aware, and Housecall Online Scanner. The computer is cleaned up now.
Installed Microsoft .NET Framework Version 1.1 Redistributable Package and then Microsoft .NET Framework 1.1 Service Pack 1
Then placed the File In C\Windows\System folder, then restarted the computer. Got the same Required .DLL file not found message.
Then ran in Start/find
C:\windows\system\msvcp71.dll
just to see what would happen and got this message.
Load Library [''C\windows\system\msvcp71.dll''] failed. One of the library files needed to run this application cannot be found.
I about out of options aren't I ?
Click on Start-Run.. When the "Run" line loads, type:
regsrv32 msvcp71.dll, then click on OK.

Cannot find the file'regsrv32' (or one of its componets)
Make sure the path and filename are correct and that all required libraries are available.
It's "regsvr32" NOT "regsrv32":
Click on Start-Run, type: regsvr32 msvcp71.dll ,then click on OK.

Well, I reduced the message from "All libraries" down to "One of the libraries".
I think it's a lost cause.
If you haven't already opened the registry cleaner and tried using the "Undo" option that most have, I would do that now..
If not, then there may be no alternative than to reinstall Windows... It appears like there are too many problems to simply fix one or two issues.
